Indian Veterinary Council Act, 1984 (52 of 1984) was enacted in 1984 and was published in the Extraordinary Gazette of India dated 21st August, 1984 to regulate veterinary practice and to provide for that purpose, for the establishment of Veterinary Council of India and State Veterinary Councils and the maintenance of Registers of veterinary practitioners and for matters connected therewith.


Subsequent to enactment of the Indian Veterinary Council Act, 1984, the Central Government (Ministry of Agriculture) vide Gazette Notification dated 2nd August, 1989 for the first time constituted the Veterinary Council of India by nominating the Members as per the provisions of section 4 read with section 3 of the Act. Further, nominations were made by the Central Government from time to time to fill up the vacancies. The first election of Members to the Council under Section 3(3)(g) of the Act was conducted by the Central Government in 1999 and thereafter in 2003 & 2006.


The Veterinary Council of India is a body corporate and consists of 27 Members (14 nominated, 11 elected & 2 ex-officio).


Since its inception, the Council has been receiving 100% grants-in-aid from the Department of Animal Husbandry & Dairying, Ministry of Agriculture, Government of India under a Plan Scheme namely "Professional Efficiency Development" for undertaking the activities of the Council.


The office of the Council has 22 posts as approved/created by the Department of Animal Husbandry & Dairying.


The Indian Veterinary Council Act, 1984 extended, in the first instance, to the whole of the States of Haryana, Bihar, Orissa, Himachal Pradesh and Rajasthan and to all the Union Territories. Subsequently, different States have adopted the provisions of the Act and as on today the Act stands extended to all the States and UTs except Jammu and Kashmir.


After the enactment of the Act, State/UT Veterinary Councils have been established over a period of time. As on today, 25 State/UT Veterinary Councils have been established as per provisions of the Indian Veterinary Council Act, 1984.


As per the provisions of section 62 of the Indian Veterinary Council Act, 1984, the Accounts of the Council are to be audited by the Comptroller and Auditor General of India or any person appointed by him in this behalf. Accordingly, the accounts of the Council are audited by the representatives of the Principal Director of Audit, Economic and Service Ministries, Government of India every year. The Audited Accounts along with Audit Certificate and Annual Report of the Council are submitted to the Central Government for laying them on Table of both the Houses of Parliament.

Essential Qualification: He/She has passed:

i.    The Higher Secondary Examination or the Indian School Certificate Examination equivalent to 10+2 Higher/Senior Secondary Examination after a period of 12 years of study the last two years of study with Physics, Chemistry, Biology and any other elective subject with English at a level not less than the core course for English as prescribed by the National Council for Education Research and Training after the introduction of the 10+2+3 (years) educational structure as recommended by the National Committee on Education.

OR

ii.   The Intermediate Science examination in science from a recognized University/Board with Physics, Chemistry and Biology (which shall include a practical test in these subjects) and English.

Minimum Marks: To be eligible for All India Pre-Veterinary Test, candidate must have passed any of the qualifying examinations as enumerated above. Further, he/she should have obtained a minimum of 50% marks for General Category in aggregate in the subjects of Physics, Chemistry, Biology and English at 10+2 /Intermediate Science Examination. Provided also that to be eligible for All India Pre-Veterinary Test the candidate must have passed the aforesaid subjects individually.   For the candidates belonging to the Scheduled Caste/the Scheduled Tribes or other special category (Other Backward Classes) of students as specified by the Government from time to time, marks required for admission shall be 10% less than that prescribed for General Category.

Mode of  of Information Bulletin and Application Form:

A.     The Information Bulletin and Application Form can be obtained by post from Controller of Examination, Veterinary Council of India, 'A' Wing, 2nd Floor, August Kranti Bhawan, Bhikaji Cama Place, New Delhi-110066 by sending a demand draft for Rs. 1600/- for General/OBC Category and Rs. 850/- for SC/ST category (including/examination fee, processing and other charges) in favour of "Veterinary Council of India-Examination Fund" payable at New Delhi on any Scheduled Bank. While requesting for Information Bulletin and Application Form by post, the candidates should send:

(i) Demand Draft for Rs. 1600/- for General/OBC Category and Rs. 850/-for SC/ST rategory. Cash/Money order/Indian Postal Order/Cheque or any other form of payment will NOT be accepted. Demand Draft issued prior to the date of advertisement will not be accepted.

(ii) Two plain paper slips with name and complete address (in CAPITAL LETTERS) with PIN-code.

(B)  The Information Bulletin and Application Form can also be obtained by hand from the office of the following Registrars of State Veterinary Councils on payment of Rs. 1500/- for General/OBC Category and Rs. 750/- for SC/ST category through a Demand Draft drawn in favour of "Veterinary Council of India Examination Fund" payable at New Delhi on any Scheduled Bank:
