Netaji Subhas Open University is the premier State Open University in
Following this, a State Act (W.B. Act (XIX) of 1997 and Recognised by U.G.C.) was passed on the 20th August 1997 in favour of opening a University for imparting Distance Education. Netaji Subhas Open University was established by bifurcated Netaji Institute of Asian Studies (NIAS) and in terms of the Act of West Bengal State Legislative Assembly and is housed in Historic building of Sri Sarat Chandra Bose, elder brother of Netaji. The University started functioning with effect from July 1998 Semester, only with the Bachelor's Degree Programme in Arts & Commerce to provide an opportunity of higher education in the vernacular medium to various disadvantaged groups of aspiring learners. It is the tenth Open University of the country and the ninth State Open University.
Professor Radharaman Chakraborty, the then Director of NIAS was appointed as the first Vice Chancellor of NSOU. An Advisory body, consisting of eminent educationists and senior administrators was constituted to plan and oversee the activity of the newly opened University. They executed the preliminary set-up necessary for the functioning of the Open University and from July 1998, 31 Study Centres started functioning under Netaji Subhas Open University with a Bachelor Degree Programme (BDP) in Arts & Commerce. Since January 1999 semester further 5 study centres were opened with Arts & Commerce Courses under the BDP.
The University started Bachelor’s Degree Programme in Science subjects from January, 2000 session.
The Post Graduate Degree Programme in Science subject(Mathematics) and Arts Subjects (History and Social Work) were started in January, 2002 and January, 2004 session respectively.
Graduate (10+2+3) of any recognized University with 45% in Honours Subjects for Honours Graduate, 50% in aggregate for Pass Graduates (10+2+3) having 3 subjects.
For In-service Candidates: Candidates having experience of working in a library or similar other Organizations in a substantive post, not below the category of clerical cadre in a Government organization or equivalent, for at least 3 years may be exempted from the requirement of minimum marks at the graduation level (10+2+3) for admission. Such candidates will have to submit No-objection certificate and a certificate stating the last pay drawn from his/her employer.

The admission for M.Ed. Special Education (Intellectual Disability)- ODL shall be open to:
· A candidate who has successfully passed B. Ed Spl. Ed. in Intellectual Disability with minimum 50% marks from a recognized University along with RCI Registration, 02 years of experience of teaching CWSN or teaching in any Diploma/ B.Ed. Special Education programme recognised by RCI. Or,
· A candidate who has successfully passed the B. Ed. General Course and has successfully completed Diploma in Education Special Education in Intellectual Disability (D. Ed. Spl. Ed. in I.D) recognized by the Rehabilitation Council of India with minimum 50% marks in each course with 02 years of experience of teaching CWSN or teaching in any Diploma/ B.Ed. Special Education programme recognized by RCI. Or,
· A candidate having passed PG Diploma in Special Education in Intellectual Disability recognized by RCI (till Academic session 2014- 2015) with 02 years of experience of teaching CWSN or teaching in any Diploma/ B.Ed. Special Education programme recognized by RCI. Or,
· A candidate with B.A./ B.Sc./ B. Com. B. Ed. Spl. Ed. (4 years Integrated) in Intellectual Disability with minimum 50% marks from a recognized University with RCI Registration with 02 years of experience of teaching CWSN or teaching in any Diploma/ B.Ed. Special Education programme recognized by RCI.
· Candidate should have valid RCI registration.
· The reservation and relaxation of marks for the Reserve Category candidates shall be as per the rules of Government of West Bengal.
· Reservation of total seats will be as per existing State Govt. Rules [i.e. for SC candidates- 22%, ST candidates- 6%, PH candidates- 3% and OBC candidates17% (OBC-A category – 10% and OBC-B category- 7%)].
· However, special weightage to be given to the candidates fulfilling any one of the following conditions:
1) Parent of a child with disability possessing Disability Certificate of the child issued by the Competent Authority
2) Person with disability possessing Disability Certificate issued by the Competent Authority
COURSE FEES:
· Rs. 85,000/- (Rupees Eighty Five Thousand only)
It will be taken into five instalments @ Rs. 17,000 only per semester ( Rs. 17,000 X 5) (Rs. 17,000/- to be paid during admission time)
* No one can appear in each Semester Examination without clearing the installment of course fees.
The Filled-in Application Form along with all relevant documents to be submitted (by hand or by post/ by Courier) at the School of Education, Netaji Subhas Open University, CF- 162, Salt Lake City, Sector I, Kolkata- 700064 by 10th December, 2021 within 2.00 p.m.
On the basis of submission of Application with all relevant documents, the University shall prepare a Provisional Merit List after verification of the accuracy and authenticity of the data submitted by the applicants. The rank of the Provisional Merit List may change due to any inaccuracy/ disparity and lack of authenticity of the data entered. Applicants shall remain responsible for the inaccuracy/ disparity and lack of authenticity of the data entered and the candidature may be denied at any stage of admission and even during the continuation of the program. Admission will be offered only through verification of entered data with the Original documents.
IMPORTANT NOTES
1. The Filled-in Application Form along with all relevant documents to be submitted (by hand or by post/ by Courier) at the School of Education, Netaji Subhas Open University, CF- 162, Salt Lake City, Sector I, Kolkata- 700064 by 10th December, 2021 within 2.00 p.m.
2. The Merit List will be published in the University website on 14.12.2021 at 4.00 p.m.
3. Candidates of the Merit list will have to appear for Counseling as per schedule (**Rank-wise & Category- wise) and stipulated time for SPOT ADMISSION at the NSOU HQs, D.D.- 26, Salt Lake City, Kolkata- 700064
4. On the day of Admission, the candidates must have to bring the followings: -
a) Any Photo Identity Card E.g. Voter Card/ Aadhaar Card/ Passport.
b) Bank Draft of Rs. 17,000/- (Rupees Seventeen Thousand only) in favour of Netaji Subhas Open University payable at Kolkata to be submitted at the time of admission.
c) Copy of the filled-in Application Form as submitted.
d) All the Original Mark Sheets# and Certificates, Caste Certificate (for other than General Category), Experience Certificate and proof of Special Weightage claim.
Failure of producing all the documents stated above will automatically cancel the candidature.
5. It is mandatory to provide the valid mobile no. and valid e-mail id at the time of filling application form.
6. Entire Academic Programme will be held at the School of Education, NSOU, Kalyani Regional Centre, Ghoshpara, Kalyani, Nadia District.
Any discrepancy / anomaly noted in the Provisional Merit List may be brought to the notice of the University by e- mail (schooledu@wbnsou.ac.in) only within 16th December, 2021.

Following steps may be followed for admission [Applicants are advised to go through the admission notification carefully, before filling up the admission form.]:
1. Visit Study Centre through which NSOU conduct the course along with original necessary supporting documents to verify your eligibility criteria.
2. After getting confirmation of your candidature from the Study Centre authority visit any nationalised bank to draw a DD (demand draft should be drawn in favour of Netaji Subhas Open University payable at Kolkata) of requisite course fee as mentioned above.
3. Visit Study Centre (from where you have verified your candidature) again along with photo copy of necessary supporting documents and one recent passport Size photograph. Write your name and phone number on the back side of the Demand Draft (DD) and submit the Demand Draft (applicants are advised to keep a photocopy of Demand Draft) to the Study Centre authority. On submission of DD receive an Application for Student Enrollment Form (B&W).
4. Application for Student Enrolment form (available at Study Centre) which is to be filled up by the applicant. This is required for generation of enrolment certificate. Submit “Application for Student Enrollment” form along with recent Passport Size photograph and attach self-attested photo copy of necessary supporting documents.
